Applying for a GA

Hello! I have heard that it's possible to apply for a Graduate Assistantship before you apply to a Graduate Program. Has anyone done this or heard of anyone doing so? If so, what's the process like?

I've heard of submitting a GA application concurrent with the graduate application, but not before. It is my understanding that GAs (RAs and TAs) are awarded upon admission as part of the financial aid packages offered to students of the respective program.
