I picked a specific subfield and explained how it could be useful to the DOD, but it still wasn't an actual project from what I can remember. This is from their website, emphasis added: "Applications are encouraged from women, persons with disabilities, and members of ethnic and racial minority groups (including African American, American Indian and Alaska Native, Asian, Native Hawaiian and other Pacific Islander, and Hispanic or Latino persons) that historically have been underrepresented in science and engineering fields. However, all applicants are judged solely on the basis of academic ability in fields of interest to the DoD." (By that I mean a requirement to work for Uncle Sam for x number of years afterward.) I'm almost sure I don't remember there being any, but I couldn't confirm by skimming the NDSEG FAQ. I just got rejected from NSF yesterday too and was trying to forget about it! Maybe next year. It seems there are three people on the results page from last year that received this message and later got the fellowship, but most are denied.
