I was wondering if even applicants for a Ph.D. in International Relations should also e-mail POIs before submitting the application, as it seems that mostly applicants in the natural sciences usually contact their POIs beforehand? Should you send them your CV? And if your potential POI rejects you, then would you advise e-mailing another POI in the same department? Thanks!
