When it says for admissions that you need to have a bachelor's etc., I can still apply right? Even though I haven't graduated yet? Is it just conditional until my final transcript etc? Thanks.

So they may not prefer their own graduates. Just talk with your professors or maybe the department chair about it. Second question: Yes.

Your admissions won't be final until you send them a final transcript that shows that your degree has been awarded. Same thing happens if you do your MA at one school and your PhD elswehere.
