I am applying for a number of schools but my first choice is HKS. I am applying for its MPA program. However, my real goal is to get into its PhD program ultimately; but I don't yet have the research experience so I decide to go for the MPA as a first step. The MPA is a very flexible program in which I can take some courses good for PhD preparation, and hopefully I can work for a professor during the summer to gain some research experience.

My only question is: If I state honestly in my application that my objective after completing the MPA is to enter PhD in public policy, will such a move jepordize my application? I mean, if MPA in HKS is meant for people embarking on a career in government / public service, will my application become disadvantageous relatively?

Well, some schools definitely do not like it when you say you are considering a PhD. I got into GWU, but when I sat down with the head of admissions and told him my plans, he said, "This is definitely not the school for you." You can, also, ask the program indirectly. Just email them, "I am interested in pursuing a PhD after HKS. Would HKS be able to help me achieve this goal? How many students continue on to further study after HKS? etc." If you are really paranoid, you can use a dummy email account and not give your last name, or something to that effect.

I think it really depends on how you phrase it. If your "why" section just treats the program as a stepping stone to a PhD and you leave it at that, that could very well be a deal-breaker. If, however, you mention that a PhD is within your plans and you elaborate on what you intend on doing with the PhD, I think it's a completely different story.

(Sorry if that was really obvious, but I feel like it was worth verbalizing).
