Help with my options

Hi , i have the following problem and i would really like your opinion..
In the September of 2014 I concluded my bachelor and during the past
year I deliberately chose to leave a gap between my undergrad and graduate studies..
Also, from now and for the next 9 months i was scheduled to enter the army..
However, this responsibility just cancelled and now i am confused what to do,
since one more year away from my studies seems to much to me..

I have the following options : either to apply in November for Phd in US OR to apply for a
masters degree in Germany or Netherlands, which begins in the spring term..
Any advice or thoughts are welcome.. What would you consider??

Also, regarding the second option, i will probably pursue to do a Phd in Uk..
Is it feasible to begin it in the middle of an academic year??
