Do marginal rankings at Top20 and non-Top20 matter?

Does attending a "top 20" school matter when it is marginal? For example, when comparing one ranked 17,18,19,20 and one at 25...

At that point, you should pay more attention to placement, funding, publishing and grant opportunities, and the track record of the POIs you'd be working with.
