Reapply to UCR Computer Science Ph.D Program

I applied for Ph.D. in Computer Science at University of California, Riverside (UCR) for Fall 2016.  I took the standardized tests (GRE and TOEFL) at the eleventh hour. Hence my application materials (SOP, Personal Statement, CV etc) was not so well off. Moreover, my TOEFL speaking score was low. I was rejected by UCR.

Now I retook may TOEFL and scored better. As I have times, so I think my application package will be better. Will there be any problem if I reapply to the same program? If no, then should I use the same account to reapply this year or create a new account?
