Chance for acceptance

Hello Guys, 

I am a PhD candidate in Civil and environmental engineering in Louisiana State University (LSU). I have a masters degree along with my bachelor. How do you evaluate my chance og getting acceptance for another PhD in a computational mechanics field in either MIT, Stanford or Harvard after I receive my PhD degree from LSU? I appreciate if you let me know about similar situations?
