Hi, got a e-mail from a professor who wanted to chat about how my interests might fit for a certificate program within the larger PhD program that I had applied for. I called him up and we chatted and he seemed to think I was a good fit (it is right up my alley). He also asked if I was planning to attend the open house (hadn't thought of it yet, but looked into it further and it's for accepted students). I haven't received any formal acceptance yet. What exactly was that call?

It was a call from a professor who was interested in your application. 

Don't read too much into it. 

They may or may not be on the search committee, they may or may not know the final decision of your application, or whether it's been forwarded to a higher power for final review. 

You can drive yourself crazy overthinking it, and there's nothing you or anyone else can infer from it, other than that it's generally a good thing and there's someone interested in you from the department.
