Finding assistance independently?

Has anyone ever secured funding in an RA or TA after being admitted to a program with none?

Ive been admitted to a PhD program w/no funding, but the Director of Graduate studies and my adviser are telling me to seek out research positions in the department.

Ive been trying for a while, and Im wondering if Im just getting the run-around from these people so I won't leave.

My field is biomed engineering btw...

It wouldn't hurt to contact people and ask about research positions or to seek positions outside the department.
