First of all it really sucks that you get to pay for your graduate study. Anyways if I were you I would go to CMU.
if you prove how good you really are I'm sure you be able to get into PhD program at CMU or else wherer like MIT Stanford or Berkeley.
I would buy a nice car if I had that much extra money to spend.
Seriously you need to do a lot of research before you make up your mind. Will you be able to land ypur dream job, paying you 120k/yr if you get your masters from Boston?
Otherwise why do you have to spend that much money just to get your masters degree from some 3rd tier engineering college.
Now I get it. So you will be taking those core courses like Feedback Control/Analog IC/Digital IC/RF IC/MEMS/Fabrication, etc... and will be facing some fierce competition from those nerdy Asian kids. It's literally off the charts. Good luck!
It's not that difficult (compared to the phd program)... but you won't be able to get any money from Berkeley.

You should aim for your phd in EECS at Berkeley, which is one of the best in the world, and of course you will automatically receive a fellowship/RA/TAship - tuition/stipend.
