By the way, did anyone else who received a USC rejection find the sentence "We understand this must be very disappointing news" amusing? I couldn't help but think that this was a little arrogant. Actually, it's not "very disappointing news." USC was not among my top choices.

Perhaps UCLA uses an internal wait-list? Otherwise, is there anything to make us think that they have not finished making all of their offers? Also I too received a UCSB offer which happened on the 5th of March in case you want the exact date for the wonderful records you compile. -
verbal 164 (93%) quantitative 153 (53%) wait-list at Leiter top 20 school and accepted at a top 40 school.

This is so very true. For me the problem was the math portion, I was in the 90s for my verbal percentile but below the 70th for my math. Really study for it. Take it seriously. I thought I wouldn't have to worry about it as a philosophy applicant, especially coming from a very highly regarded school and having very strong other credentials as part of my application. This wasn't true. One of my letter writers even told me that it was the biggest problem in my application.

I'm not sure if I'm happy with my results and I'm considering reapplying next year (I know what I can do to improve my application and my letter writers have been surprised since they seem to be confident that I'm competitive for top schools--I hope they're right). However, I do have an offer at a lower ranked department that I might be willing to take. I think I could end up enjoying the department but I'm uncertain, especially since I still have aspirations of making a stronger department. I suppose that in this situation it might be best that I just wait to reapply next cycle. Anyway, I was wondering if anyone knows how common transferring from one program to another is or how difficult this sort of thing is. Is this something typically frowned upon?

I haven't technically been shut out but it's highly likely I'll voluntarily decide to just reapply next cycle and try for better results. I know the ways in which my application can be improved. It's going to be a terribly boring year though, so it's certainly not something I'm looking forward to.

Thanks, this kind of sums up how I feel (I've run out of up-votes though). If you're honestly deciding between programs then certainly my comment (and probably all the other wait-listed applicant comments) is not directed toward you. Also, I certainly didn't mean to put pressure on anyone and apologize if it made anyone feel pressured.

Do you think UCLA acceptances are all out? I looked back at last year's results and gained some hope seeing that some acceptances seemed to be posted later than the first few...I'm not sure if I should make anything of this though.
