From what I hear, CMU is extremely quantitative, and all MPPs are fairly quantitative... might want to consider international affairs or security studies that are more language/research/reading/writing.

Might want to check out the Maxwell school at Syracuse. MPA is #1 in the country consistently, and is only a 12 month MPA. You can get a certificate in Security Studies while being there too in the same timeframe. Since it's only a 1 year program, they have more resources to go around.

If you are interested in environmental policy and are currently going to a big 10 school, then Indiana University -SPEA is your best bet if you want to stay in the midwest. Top notch environmental program, no doubt. It is a fairly competitive program and your numbers sound like it would be a good reach school for you!
