this actually happened to a friend of mine a few years back. he applied to 7-8 programs the first year, got rejections from all of them. the next year, he submitted basically the same application to the same schools plus a couple others (with only very minor revisions to the SoP, not for content, but prose, grammer, etc), got accepted across the board. it sounds like an urban legend, but did happen.
yea, i'm in the same situation- i can't tell whether it means a reject or some sort of hope for a waitlist... it seemed from the results that the website rejections were mostly for comparative, and admits seemed theory and IR. am i trying to read too much into this? would you let us know if/when you hear from the dept?

does anyone know what happened with the rutgers admits? i saw two pop up, but it struck me as a bit early since the deadline was jan. 10th… did/can anyone claim them, and offer some insight perhaps?
this is my second year applying as well- originally i was going to apply last year with a not-so-good gre, and my advisor told me to wait another year, retake the gre and then apply. he suggested that applying three times to the same school is frowned upon, though obviously it can't be a hard and fast rule.
on cautiously's advice I called the said department (thanks!- they were very helpful, and said pretty much the same thing). it's been about three weeks since I had submitted the application, but the person I talked to said it's very normal for some part of the application to still appear as incomplete. hope this helps if anyone's in a similar situation!
on that note, one of the schools I applied to didn't receive my official transcript because my undergrad institution decided to implement a new (read:pointless) online system. I emailed the admin, no reply, and my app is marked as submitted but incomplete. i was hoping since most schools don't even ask for official transcripts until after admissions, this wouldn't be a problem. does anyone have any suggestions on how to handle this? hope for the best? mail transcripts to grad school or to the department?
I recently submitted most of my applications only to realize that I uploaded an earlier draft of my writing sample, which has a (relatively) minor error that is (relatively) easy to miss, and accidentally sent a cropped image of my unofficial transcript, which is missing the +/- signs in the last column. I can't decide whether to email departments and draw attention to my incompetence or take my chances and see if they realize any of this on their own? I know this shouldn't be that difficult of a decision, but any advice would be much appreciated.
