If you're asking if your application is at a disadvantage because they hadn't received your transcripts, I don't think that is the case. I doubt they would have made the effort to reach out to you if they were not already considering admitting you.

Hang in there xuejia! Even if those two schools don't work out, I can tell from the way you talk about your interests that you are a candidate many schools would love to have.
Gnome- It is still quite possible. I actually was not contacted by a POI, but rather by the faculty member heading up my subfield in the admissions process. I don't know if applicants from each subfield have been similarly notified.
A question to those who are applying for a second (or third) cycle, just out of curiosity: Why is this your second cycle? Did you not get into a school you were happy with? Did you not receive funding? Was there another factor that kept you from going last year?
I've wondered about this same thing myself. The only thing I could think of is that they don't want to throw out any candidates until they are completely sure of their final list.
So, just out of curiosity - do you guys expect that a stipend from a PhD program will cover all of your living expenses? In other words, is it reasonable to expect not to have to take on any additional debt in order to complete a PhD?
