Yes, I would suggest calling your regional program manager. The notification for my country (in W Europe) totally bypassed my inbox; didn't end up in SPAM, either. I had to call and have someone re-send the e-mail and then contact my university's IT department to ensure that that sort of snafu doesn't happen again!

Yeah, as did I. Although when I did the intensive summer language class two years ago I only had to submit the paper application. But I was under the impression that all applicants to the 2014-15 graduate research fellowship had to upload all documents (save for rec letters) to the portal and then send everything to the New York office.
