    Is it normal to have a $400 fee for a PhD program?

      Fee for what specifically? One-time or recurring? We do have to pay $600 in student fees per semester, just like undergrads.

      One time fee that doesn't count toward anything.

      Oh yeah, I hear that's normal in some programs. I guess it's to discourage you from accepting an offer just to hold your spot while you consider other possible options.
