Yes, the person I spoke with told me to email Laurie Paul. She said it was highly unlikely I would be accepted (I was third on the wait list for one spot) and that she wouldn't know for definite until after 5. So, I just made a decision. I am delighted.

I am soooooo stressed. I have been accepted by FSU and I am on the wait list at UNC. FSU wants to know by 4pm and UNC still hasn't been in touch. If UNC admits me, how am I supposed to decide in this amount of time??

Not me, but a grad student in one of my classes told me he'd heard absolutely nothing from UNC until April 15th, when they suddenly called him to tell him he'd been accepted off the waitlist. So it's possible you're in a similar situation.

There are funding restrictions at public universities. Brown, however, has a multi-billion dollar endowment.

Don't get me wrong: I think PhD applicants should be notified, and in a timely fashion. I'm just saying that departments don't care about those they reject at any level. Often, they don't even care about those they shortlist either.
I apologize for my ignorance! Departments should be courteous to all applicants.

Why can't departments notify rejected applicants? We have paid $80-100. Is a courtesy email too much to ask?

I'm sorry you are feeling low! I went through a really tough time last year and my GP really helped me. Is that something you could consider? I have never understood the need folks feel to say what's philosophy (or mathematics) and what's not. Insecurity? Good luck.
