Try contacting your POI before sending your application. There is no application fee so I don't see why you should worry that much. The website said a high GRE quant will enhance your chances, and they also set minimum for IELTS testing. KAUST is research university. If you have a perfect fit a faculty with proven aptitude for research then you have good chances. Good luck! -
I think that the GRE is considerably low, most schools you applied for desire a score 165 (90%) for the Quantitative and at least at 150 (45%) for the Verbal. And a PhD MSE is a research job, if you can display you have the aptitude backed with strong research background (experience) with strong recommendation letters then you definitely can get it.
