I imagine this is the official language the Chinese government is using. Everyone is considered a recommended candidates until they receive all the necessary visas and clearance to enter the country.
I am in the same situation. Contacted the person who was helping me at IIE on Friday and she told me that notifications will be sent out until approximately April 15. At least they are sticking to their deadline.
I believe this is absolutely why. IIE and Project GO, a program for U.S. Military cadets and midshipmen, do not send their personnel to Russia, Instead opting for Central Asia and the Baltics for security reasons.
It all depends on country and program. Some countries that have typically interviewed did not this year so I wouldn’t sweat about it. If you’re worried I’d give your area coordinator a call to double check.
If they changed they changed the fact but stated it will come this week, expect Friday at 4:59 p.m. EST. I've lost faith for today but will continue to refresh my email

I'm doing some mental acrobatics justifying that the email MUST come today because I read somewhere that we would know BY March, which begins at midnight. Maybe we find out at 11:59 p.m. today?
