I contacted someone at Graduate & Postdoctoral Studies at McGill. They said that no information has been received on CGS/PGS awards.
I hate to say it, but if universities don't know, then we could be waiting a long time for letters. I think I'll wait till next week and then ask them again.
Last year I was living in BC and got the letter around the end of March/beginning of April, so this is probably the norm. Now I live in Montreal, so I'm hoping it will come earlier. It varies from year to year. From the looks of it, no one received a letter today, so its really hard to estimate. I really need to stop lurking this forum...
FYI:
I e-mailed my graduate program coordinator today (at McGill) asking whether they have received any information on the PGS-CGS results. He said they don't expect to hear anything until April.
Wow, thanks for the heads up! I was going to try to get into graduate housing. Was your friend in one of the 'apartment-style residences' or the 'shared-facilities' houses?

I am a PGS/CGS M applicant from BC and still haven't received any kind of letter. Is this weird? Are there any other people who are still waiting?
Update: Received my letter. "Unable to recommend for an award."
