After you get the details, I suggest consulting with graduate students in the program through email asking them what the cost of living comfortably is within the area.
When you have a good idea of this information, I would contact my POI/admin and thank them for the offer (showing your appreciation) and that while you are excited to attend the program, the major factor will be finances. I would ask them to forward you information about university fellowships or funding opportunities in addition to their offer.
This way, you directly get information you'll need - is there more money available?. And it gives them the opportunity to offer you better funding if available.

I believe stipend $ are not taxable for social security/medicare, and I believe in some states state taxes as well.

I would also take anything at this point, but I have limited experience in retail. The last time I held a retail position was five years ago. As a result, no employer would take the risk to hire and train me for only a few months. Nevertheless, I have years of research and administrative support experience, and I am hoping to find temporary work in that area until I return to school.

Hello everyone, I've just got accepted to SUNY Buffalo Complit They offered 13,600$ with tuition waiver..Now, I'm from Istanbul, Turkey, and I really need to know whether you can live decently with that kind of money in the US / in Buffalo..And if there's anyone out there who knows something about the program and its professors, please do write something!!
