Choice of graduate computer science program

UIUC GaTech JHU (yes it has a nice name but isn't as good) -
And me, a resume screener for a company, will filter based on school name and brand recognition. So yes, the OP should be questioning whether he made a mistake or not. However OP, brand is less of an issue if you're applying to jobs in academia since they value your research output more.

Quant/verbal showed up 4-5 business days. Writing took about 7-10 business days. -

164Q is a tad low for the top engineering schools. However you have a nice verbal score which is more rare so I'd expect committees to excuse your "low" quant score. For those curious, about 5% of EE students got a 170 on the quant section with 28% scoring above a 165Q. Data is from 2013.

How much to emphasize programming skills in statement of purpose?

The department isn't hiring you to write code for them. They are hiring you to do research and generate publications for them. No matter how efficient you make your C++ code, if there is poor theoretic or algorithmic design behind the algorithm you are implementing, your code will not run fast. In my opinion, your project management skills are more useful than your coding experience. Being able to manage multiple conference deadlines and possibly a team of undergrad students is a good skill to have. You should highlight your development skills and PM skills roughly equally. -

I would combine both paragraph #1 and #2 into one paragraph. Committees are more interested in what you can do in the future. They will look at what you've done in the past but they are more concerned with what research areas and problems you are interested in (and any potential professors/advisors). -
For the most part, non-existent. Most data science/analytics programs have been recently created (in the past 2-4 years) to bring additional revenue to the school.

Yes. They will assume you got a C if you pass.

Are you applying PhD or MS? Some of the schools you listed don't even offer Masters degrees in CS. What research area will you apply to? Your verbal is quite low. I don't think any of the Ivy Leagues schools would admit you. I've heard many examples where an Ivy League department wants to admit a student but the graduate school says no because of low GRE scores.

Many people (primarily employers) know that a lot of people are switching to CS due to the recent craze. Think of it like an MBA but for software. Masters programs are shorter and generally cover less courses than undergrad. Schools usually offer an accelerated (i.e. less thorough) core curriculum such as one semester of systems, and maybe one semester of theory courses. A BSCS would also give you more time to accumulate internships to discover what specifically you enjoy. This last point usually doesn't apply to people who are in it for the money. A MSCS is better than none at all! But if I had the choice, I'd get the BS.

The CS departments generally don't care about verbal/writing. From what I've heard and seen, the ivy league graduate school cares more about the GRE and imposes a higher cutoff than the actual department you're applying to. As for your 3.5, well, there are always exceptions
