I was fortunate enough to receive an invitation to the interview day at a developmental psych program from the department after having a Skype interview with my POI. Since I am an international student currently enrolled in a Master’s program, I replied to tell them I wouldn’t be able to make it and asked if I could have the interview on Skype. The department told me we would be in touch after the interview day to discuss possible alternatives but they didn’t get back to me so I emailed them about a week after the interview day to ask if they could arrange the interview for me. Then, they replied after a few days and told me the faculty has decided not to move forward in the interview process. Does that mean I am rejected? Should I email my POI who is currently on sabbatical? Thanks!

From your description, it appears that the school wanted to prioritize people who made it to the in-person interview day and after this date, they already found enough people they wanted to admit, so they aren't planning to Skype-interview you. They said they would be in touch after the interview day because they wanted to keep the possibility of interviewing you open if the attendees at the interview date did not work out.
