I just got an offer with tuition remission, stipend, and health insurance and was told there was a second pot of money availiable for making counter-offers. Are offers from other schools the only other leverage you can use? I'm wondering if I could use relocation costs, or my current salary (which is higher than the offer). It seems that the general response is " Don't negotiate with a school unless you're sure you would accept given they gave you all those extra things..."
