Is getting TA after first quarter at UCLA common?

I got admission in both UMich and UCLA for my PhD study, and my wish is to study at UCLA.

UMich offered me admission with sufficient financial aid, BUT UCLA only offered me admission. 

According to the staff of UCLA, they do not provide TA for newly admitted students, instead I am allowed to apply for TA after my first quarter. 

For those who are studying at UCLA grad school, is it common for a student to get TA after their first quarter?

Hi,

I was accepted to UCLA's PhD program in STEM and as part of our stipend it is expected we TA the first two quarters.  After that, we always have the option to TA for extra cash but our main stipend comes from being a graduate researcher.  This is detailed in our offer letter.  PM me if you have any more questions!
