What matters the most for a PhD applicant, GPA or Standings?

Question

My school is one of the most competitive schools in my country, and we have a really bad time with the teachers not giving us enough grades. You can place 15th/400 of the people that graduates in a year with a Gpa of 3.5, and that is keeping in mind that the faculty in itself only takes top %99.9 th percentile of the whole country. So it is really really hard to get GPA in my school. How do i make sure people abroad understand this , and which one is more important to them, the actual GPA or the standings?
