What does "Average GPA" mean in American Universities? (Clinical Psychology)

Lots of clinical psychology programs are saying "average GPA". Does this mean cumulative (over 4 years)? Or can this also mean last 2 years? Does "average GPA" vary by school?

Generally fair to say its cumulative, but note that GPA conversions vary by the school grading scheme. In Canada, its a mix of cGPA, last two years, and occasionally last year.
