Good policy school for Telecom and regulatory policy?

As the title suggest, which are some of the good policy schools if you want to specializing in Telecoms and internet policy? I have looked at the website of almost all the top schools but couldn't find any of them offering electives on this policy track?

Personal Details:

I am a qualified lawyer and working for past 4 years in one of the biggest telecom companies in India , My work involves dealing with regulatory authorities and policy makers in India . My aim (post qualification) would be to work for policy think tanks like Gartner, Yankee, Ovum or somehow directly or indirectly get associated with FCC . Is there a MPP / IR prog which complements this?
