rejection or offer, which comes first

Just wondering if it is possible that a graduate school send rejections to applicants who got rejected first, then send offer to applicants who got accepted?

Yes, but as I have learned from this process anything is possible.

i would think they would send preliminary rejections out to people who definitely didn't meet the criteria, or who they don't think fit. then once they narrow their pool down, who the hell knows what the admissions people think or do. it's all a mystery

I don't know why some schools drag the process on for people they already know they are going to reject.
