Quieted an fully funded offer after 15 April two years ago, Is a release needed for applying this year ?

Hello,

 

Two years ago, I was offered a fully funded R.A. position for PhD in a university at the US. However, I couldn't travel to start the program at time (I am an international student, and I have already got the F1 visa stampped on my passport). I continued staying at my home country finished my masters and never been to the US. 
Currently, I am planning to apply for PHD at some other universities. so Do you think that I will need to ask for a release from the university to which I was accepted two years ago ?? 

Also, do you think it will be possible to get a new F1 visa if I am accepted in some other schools or it is granted only once ?

I can't speak to the visa situation, but you don't need the universities permission to apply elsewhere.

Your old VISA is useless now and it is expired. Everything will be clear to you once you apply for a new VISA. However, If I were you I would contact with the international office in your old school.
