WICHE/Western Regional Graduate Program (WRGP)

Just wondering how many applied under the WRGP and if there is admission preference for those applying to those programs.  The WRGP web sites states:

 

ADMISSIONS PREFERENCE. We ask that you give some degree of admissions preference to qualified students from WICHE states. The 15 WICHE states include Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, or Wyoming.

Bump?  I'm wondering if I should apply for out of state options like Eastern Washington State University and University of Colorado Boulder.  It seems that there aren't a lot of options for the SLP program.

I just know that Idaho State told me that if accepted that I could apply for the WRGP tuition rate after acceptance.
