HI  okay these are my circumstances I have a low gpa due to medical reasons that has caused me to also have to take 2 semesters off, I was just wondering what are my chances in getting into a school for mpa studies in carleton, Ryerson  ect please give me your opinion my gpa is sub 3.0

Not good. Better have very high GRE scores, stellar SOP, and stellar LORs.

Here's some free advice: Don't ask about chances with such low stars, and include several grammatical and spelling errors in your post.
