You can check the gender/sexuality/women's studies page in the interdisciplinary subforum, but there isn't a "ranking" of top gender studies programs or even a clear consensus on which programs are "best." UCLA, Minnesota and WashU are particularly strong PhD-offering departments in my areas of interest, though other programs (Emory, Michigan, etc) also have good reputations. The other thing to keep in mind is that many gender and women's studies students are in disciplinary PhD programs and are perhaps pursuing a "minor" or "certificate" in gender studies.
