Apply even if a document is still missing



The university that offers a Phd position I am interested in , requires a certificate that proves that my English level is atleast c1. I have not acquired such certificate yet , because I was on vacation. But the deadline for the application is already this Friday (the position was announced one month ago and I came across it two weeks ago). Should I still apply and how should I ask if the might give me the possibility to provide the missing document afterwards.

If you really want this position and have the time to submit an application, then yes, you should apply and ask if you can submit the certificate later. In the worst case, they say no and reject you. However, this is the same outcome if you don't apply at all, so you have nothing to lose.
