The university that offers a Phd position I am interested in , requires a certificate that proves that my English level is atleast c1. I have not acquired such certificate yet , because I was on vacation. But the deadline for the application is already this Friday (the position was announced one month ago and I came across it two weeks ago). Should I still apply and how should I ask if the might give me the possibility to provide the missing document afterwards.

Hello, i am applying for a phd position. The university requires a cover letter and a research statement , I have already written the cover letter , but it already includes my background and my research interest . So I am wondering if I should still right a separate statement ? thank you
