In the mentioned post on gradcafe, one of the users said that PhD applicants who got rejected but have opted to be considered for Masters get a lower priority than those who opted for masters. Can anyone confirm whether this is true or not. I was assuming that they would be given the same priority as usual MS applicants.

I am aiming to apply for MS programs to eventually get into good PhD programs and am planning to apply for PhD wherever I will be reconsidered for MS programs on reject. Hence it's crucial to know if there is any difference in treatment of such applications. Thanks in advance !!
