    "We would also like to offer you a full CHMS Nonresident Supplemental Tuition Fellowship (currently $15,102) for your first five quarters of graduate study. Presuming you successfully pass your qualifying exam and advance to candidacy during your fifth quarter of enrollment (Winter 2015), your Nonresident Supplemental Tuition will be eliminated for the following three years." What does this mean???

      you won't pay for 15,201 of it. I'm thinking that may only be the difference between resident and nonresident tuition?

      It doesn't specify where it will be paying your IN-state, so if they haven't offered you that in a separate correspondence, you may be responsible for that. You won't have to pay the extra that they charge for out-of-state, which is what they're offering to pay in this correspondence.
