it sounds like he is going to blather on about the program, his lab, his research, your salary etc if you didn't apply to graduate school, then obviously you aren't unofficially accepted to anything but it sounds like he would support your future application. -
16 is brutal for vancouver. are your tuition and fees at least covered? tuition at ubc with fees will be around 5000-6000. it sounds like you will have to take out a loan. does your great package at western include tuition support? if not, you will be paying ~8000-9000 out of that stipend. Remember that it is only a masters and the institution you attend will be far less important than the quality and number of publications that you produce. if western works out financially so that you don't have to take out loans, I would go there instead.

From what I've seen of biology departments, most schools offer between 18k-21k. From this you have to pay tuition and fees. UBC offers funds iranging from ~18-23k with a full tuition waiver (not fees). UofT guarantees 16500-18500 after tuition and fees. $25K for Canada is very very very unlikely unless the school is paying for your tuition.

I am about 10 000 words into my MSc thesis, 1 ms completed, 1 ms 70% completed, intro completed and lit review a long way off a little bit each day -

what could another school offer that would make you change your mind? if such an offer is unlikely then you have your answer.

in my experience, scholarship applications generally require research project proposals and not statements of purpose as would be included as part of an admissions application. you should check the instructions or contact your graduate secretary for information. if the former is true, make sure to include an introduction with citations, a proposed methodology, expected results and an explanation of the potential impact of the proposed research. Most importantly, the text should explicitly state testable scientific hypotheses.

People tend to write off programs but you need to also consider the caliber of graduate students around you. For example, it is unmotivating to attend departmental seminars where your peers ask an endless stream of preposterous questions. -

If you are an undergrad going into a doctorate program, chances are you know very little of anything. I wouldn't clench so tightly to dreams since you are not yet qualified to know what specialized topic interests you. -
Since your supervisor has little interest or expertise in your work, you have to find people with answers. This means communicating with other professors in your university or anywhere in the world. You may also find other graduate students out there with similar interests. That's the bottom line.

fully funded. it's only a masters. there's no point in paying if you don't have to. aligning your research interests is overrated for such a short period of time.

for -M it's pretty high. you'll probably get it. as for notifications, i don't think you will hear anything officially before end of march but departments are notified earlier and a forthcoming chair might let you know in advance.

Just muscle through it. Many graduate students are whiners when it comes to additional work and side projects - WHICH IS KIND OF PATHETIC CONSIDERING THE GUY HAS GIVEN YOU ALL FULL RASHIPS - I would not compare their experiences to your own at this stage especially since you undoubtedly were diligent in choosing a program. Of course, if you are really unhappy, you could change schools but at this point, is it really worth it. -
Just put it this way, if after tuition you have >20000 you will probably be fine. If it is <20000 it will be very tight - remember though, unless you negotiated a better deal, all of your peers will be making the same amount.
