Hi, I don't think its early. I am also applying for 2014 PhDs and I have made contact with most of my POIs. I plan on finishing the application process by November. 
In addition, if anyone has any more advice on how to make contact with/convince POIs , it'll be very helpful!

We are in the middle of having people visit who have had offers extended to them, so a lot is up in the air as they make their decisions. The faculty may only notify waitlisted applicants who were further down the list once the top of the list is exhausted (no point in telling you you're on the waitlist if you're 20th on the list!). That's my best guess. Good luck!

Both of my admissions have been without interviews.  With one, we exchanged a brief and highly non-substantive email about how seriously I was considering their program.  With the other, there was complete radio silence until the admission letter.  So don't give up!
