To give some perspective regarding Stanford's PhD in health policy, economics track, today I received this email:
The admissions process is ongoing, but we hope to have updates out in the next 3-4 weeks.
So, I guess, it will be a long and stressful wait.

I was also interviewed for the Stanford (health economics track) and wonder if I still have a chance or the slots are filled, so I will be more than happy if you could inform me on this. Also, if you have heard any information regarding the health economics track or anyone being accepted to it, it would be helpful to know.

I was interviewed for this program and recently sent an email to ask for the decisions. They told me "The admissions process is still ongoing, but we hope to have decisions out shortly.".
I guess the April deadline is not accurate, as I was also told in my interview (around 3 weeks ago) that the decisions should be out in 2-3 weeks. I think we should have the decisions next week.
BTW, did you interview with UNC?
I wonder if you asked them for an extension. I also received the offer yesterday, but two weeks is just too short, we have no idea about the other schools' decisions.
