Is there a good program for Holocaust and Genocide Studies in North America? I live in the US, and am looking at University of Amsterdam's program, which seems good, but was curious if there are any non-ivy schools with good programs?

Minnesota has one with a plethora of experts and archival sources. The great thing about the program is the geographic array of the scholars. They study not just Germany, but also Africa, South America, and other regions.

University of Vermont, Stockton University, Keene State University, Clark University all come to my mind. Google "graduate program" and "genocide studies" and you will see plenty.  I don't believe there is a program in Canada.... yet.   Most of them are quite similar in quality, I think, and it just depends what your goals are.  You'll definitely want to check on their alumni network-- where do the grads go?

West Chester University and Kean University have a Holocaust and Genocide Studies MA.

University of Haifa (Israel) has a strong program, too.

Do you want an interdisciplinary studies program? You may want to look at programs in Peace and/or Peace and Conflict, which are likely to have scholars who study genocide and/or the Holocaust. Jewish studies programs will also have folks who study the Holocaust.
