Feeling completely defeated, what are my chances?

Took the GRE and few days ago and my scores were very low despite putting a lot of effort into studying. 158V - 156Q, no score for AW yet. With my low undergrad GPA (3.27, poli sci and econ. 3.44 in poli sci) and also low master's GPA (3.2), realistically what schools should I look at? I know I have zero chance at any top 30 school. Do you guys have any recommendation? I plan to study comparative politics/political economy if I get in.

I'd guess that unless you have something that stands out in your application that you're not telling us, you should be looking at top 50-100 universities. The cGPA, master's GPA and GRE are all huge red flags. You'd probably need significant research experience to overcome that, as well as stellar recommendations.
