Harvard (December 15th), university of Kansas (child clinical, dec. 11th), St. John’s (December 31st), Texas at Tyler (brand new program, not APA accredited yet, January 15th). None are rolling.

You might find some smaller Masters programs at state schools that offer a rolling admission, or at least a winter/spring cut off date (for example, U of North Florida cuts off their Masters in April, I think). But PhDs pretty much can't be rolling, because departments have to know exactly how much money they are spending for each year well in advance.

Palo Alto University Clinical Psychology PhD program has rolling admissions. However, it's slightly different than typical programs because it's non-funded and not nearly as competitive as other PhD programs
