Good sign?

I received a letter from my potential advisor telling me that she was writing me a letter of nomination for funding. In order to do that, she would love to get some information about the scholarship I have obtained - how much and how long it is. She has never given me a word I will be accepted or not. I have not heard from the program about my admission yet either. So, how would you value this letter from my potential advisor? Is it a good sign or I shouldn't be expecting too much so I wouldn't get really disappointed maybe sometime from now?

Thanks! My potential advisor encouraged me to apply for two programs at the same university. I did apply for both of them. She encouraged me to do so because her program does not fund international students well (or in fact poorly). I guess I would be considered by her partner who closely works with her in the other program if her program does not have funding for me. It is also highly possible that no matter which program takes me they both will sit in my committee. I am still waiting here, and hoping some good news will really come.

I have gained a scholarship which provides me $25,000 each year for two years. The school I would like to go, however, costs $45,000-50,000 each year before achieving candidancy according to my estimation. I was told by a friend that I am competitive because I have partial funding already, but I am not quite sure of this since I still need financial support from the university. This may sound silly but, would anyone have some ideas in mind that how good my "scholarship profile" would look to the school?
