I wish I could say, but I'm not sure at all. Some programs may designate spots for POI's and may instruct them to go to their next choice if their first applicant rejects the offer.

I know for a fact at least one Ottawa professor has contacted people, had interviews, etc. She was one of my POIs there. So I'm kind of chalking that up as a rejection as well, but that's okay.
