At what point is it appropriate for one to start turning down interviews? I'm getting more interview offers than I expected and so have been asking for skype interviews for a number of them considering a lot of the on campus interviews are on the same day. However, it seems like even with skype interviews everyone seems to want to schedule things on the same days. I don't want to turn down any interviews since I never know if/which program I might get accepted at but is turning down interviews something people do?

It seems like you're a top applicant--- I'm assuming they think so too since they want to interview you. So they have to know that you have interviews elsewhere. If your going to cancel anyway, I don't think it's wrong to say something like: I am honored to receive an invitation to interview. Unfortunately, I am unavailable to interview on that particular date. Is there any flexibility in terms of when I can set-up my interview? I am open to Skype interviews as well, if that helps to provide more possible dates. I would hate to miss such a great opportunity to meet you and the rest of the department.

This happened to me as well last year. I just ended up rescheduling an interview (as it turns out, I'm now attending the place that I rescheduled). Most schools are probably willing to work with you if you cannot make it to the official interview weekend. That said, if you already know that you are not very interested in attending a certain program, it's probably best to send a message politely declining the interview offer.

I'm having the same problem. You're lucky that a lot of them are even considering Skype interviews. Some of mine are either "show up or we won't consider you," so it's spend $1000 and 6+ hours of travel to get there after begging for the time off work for a few days....
