Should the research statement be part of the cover letter ?

i am applying for a phd position. The university requires a cover letter and a research statement , I have already written the cover letter , but it already includes my background and my research interest . So I am wondering if I should still right a separate statement ?

If they say you need both, include both. Check if there are any specific prompts for the cover letter or research statement and try to complement (but not copy) the information in each.
