Indiana University got back to me incredibly fast and I've finished my application since then (GRE and recs to come later). (Filled out form before Nov 1st for all).: UofMinnessota Rutgers Indiana U UofMichigan UofChicago requires you to start the app before determining if they will waive your app, but they did end up waiving it for me.
